What is Direct Lending?

Direct Lending is an authorised platform operated by RCE Marketing Sdn Bhd, a subsidiary of Bursa Malaysia-listed RCE Capital Berhad. It offers Shariah-compliant personal financing facilities to civil servants through two main channels: Yayasan Ihsan Rakyat and Yayasan Dewan Perniagaan Melayu Perlis Berhad.Beyond these two providers, Direct Lending also acts as an authorised marketing representative for Islamic personal financing from:

•  Koperasi Koputri
•  Koperasi Kobeta
•  Koperasi Ukhwah
Direct Lending is not a money lender. It is a licensed intermediary that connects civil servants with banks and koperasi (cooperative) loan providers.

How much can civil servants borrow?

Civil servants can borrow up to RM250,000, with repayment tenures ranging from 1 to 10 years depending on the financial provider you choose. The actual amount approved will depend on your creditworthiness, income, existing financial commitments, and personal background.

How long does approval and disbursement take?

Processing times vary by lender, but approved funds can reach your bank account in as little as 2 working days. Actual timelines differ on a case-by-case basis.

How does repayment work?

Repayments are deducted directly from your monthly salary, processed through either the Accountant General's Department or Angkatan Koperasi Kebangsaan Malaysia Berhad (Angkasa).

What fees and charges apply?

The fees you pay depend on the lender you choose. Borrowers from Yayasan Ihsan Rakyat and Yayasan Dewan Perniagaan Melayu Perlis will be charged 1 month's advance instalment, while those borrowing from Koperasi Kobeta, Koputri, and Ukhwah will be charged 2 to 3 months' advance instalment.Across providers, common charges include:

•  Stamp duty
•  Takaful contribution
•  Koperasi shares and advance membership fee
•  1 to 3 months' advance instalment
•  Processing fee (selected koperasi only)
Late payment fees will also apply if repayments are not made consistently and on time as stated in your financing agreement.

Who can apply?

Civil servants who meet the following criteria are eligible to apply:

•  Malaysian citizen aged 20 to 59
•  Permanent civil servant with at least 6 months of service
•  Minimum gross monthly income of RM1,500
•  Not bankrupt
•  No credit history or a low credit score is acceptable
•  Active Malaysian bank account
